Taca Taca sits in Salta, but the visible project chain does not stop at Argentina’s border. First Quantum is Canadian, the local project company is Argentine, key engineering roles sit with Australian and US-linked firms, water studies involve Canadian and US consultants, and the export route points toward Chile. The commercial challenge is to separate confirmed roles from studies, negotiations and possible future partners.

Post-event reporting adds several commercially relevant signals to the public Taca Taca record. First Quantum representatives said the company is preparing its RIGI filing for the fourth quarter of 2026. IN Salta reported that, after the environmental approval, the company is targeting initial preparatory works in the first half of 2027.

First Quantum also said it has appointed international financial advisers and is evaluating alternatives including a strategic partner and third-party financing. No financing package or partner has been confirmed.

On the supplier side, post-panel reporting quoted Sueli Tang as saying that 89% of current suppliers are from Salta and that 85% of supplier purchases in 2026 were concentrated in the province. Supplier meetings and local training initiatives indicate that preparation of the local execution base is already under way.

These are panel statements reported by local sector media, not a new NI 43-101 filing or First Quantum market disclosure. Econosur therefore treats them as current update signals and keeps them separate from the project's primary-source technical record.

What This Supply-Chain Map Shows — and What It Does Not

The term “supply chain” can be misleading at this stage of a project. Taca Taca does not yet have a publicly visible, complete chain of awarded OEMs, construction contractors, package buyers and approved suppliers.

What is visible is the project architecture around that future supply chain: ownership, local project structure, engineering responsibility, technical-study contributors, infrastructure routes, local supplier participation and possible financing partners.

That distinction is central to the analysis. A consultant named in a technical report is not automatically a procurement gatekeeper. A railway company in discussions is not yet a contracted logistics provider. A potential equity bidder is not yet a project partner.

Layer 1: First Quantum and the Argentine Project Structure

Taca Taca is currently 100% owned by First Quantum Minerals, a Canadian mining company. First Quantum describes itself as having specialist technical, engineering, construction and operational capabilities and has repeatedly emphasized its internal project-development approach.

That makes First Quantum more than a financial owner. It is the central project integrator and the company that ultimately decides whether Taca Taca progresses from de-risking into sanction and construction.

Corriente Argentina S.A. is the Argentine project company associated with Taca Taca. The IFC collaboration identifies both First Quantum and Corriente Argentina as parties to the work to align the project with IFC environmental and social standards for possible future financing and partnerships.

For a supplier, this creates the first distinction: corporate project control and local project execution are not the same layer.

Layer 2: Lycopodium and Fluor Split the Visible Engineering Work

The February 2026 NI 43-101 Technical Report makes part of the engineering structure unusually visible.

Lycopodium, an Australian engineering company headquartered in East Perth, Western Australia, is identified in the current technical record for Stage 1 process-plant design. Its documented work covers the processing chain from primary crushing through copper and molybdenum processing, copper-concentrate filtration and tailings pumping.

Fluor Australia is identified for mining and non-process infrastructure design. Fluor Corporation is a US engineering and construction group headquartered in Irving, Texas. The Taca Taca scope documented in the technical report includes the Salta Operations Centre, site village, remote water and brine borefields, roads, airstrip, mine services, concentrate handling and rail-loading facilities.

Commercial implication

The public record already shows that process equipment and non-process infrastructure do not sit inside one identical engineering route. A supplier of milling equipment, a water-system company and a rail-infrastructure contractor may therefore encounter different specification and decision structures.

Layer 3: Water Adds a Separate Technical Network

Taca Taca’s water system is large enough to create its own engineering and consulting layer. The technical report lists several firms that have contributed groundwater, hydrogeological and water-resource work over different periods.

Piteau Associates, headquartered in Vancouver, Canada, prepared a 2025 update of the hydrogeological model for the project area and a Water Resources Strategy for Taca Taca.

Montgomery & Associates, a US hydrogeology and water-resource consultancy with roots in Tucson, Arizona and activities in South America, appears repeatedly in the technical reference record for groundwater models, basin work, pumping tests and water-management studies.

Evidence boundary — water consultants

Verified: Piteau and Montgomery have documented technical-study contributions.

Not established: those study roles do not prove that either firm will control future water construction packages, procurement or operating contracts.

This distinction matters because water availability, hydrogeological modelling, detailed engineering, borefield development, pumping equipment and pipeline construction are related but separate commercial scopes.

Layer 4: Historical Technical Contributors Are Not Current Suppliers

The technical record also contains companies that contributed to earlier study work. They are useful because they show how the project design evolved, but they should not be presented as current suppliers.

Orway Mineral Consultants, an Australian minerals-processing consultancy now wholly owned by Lycopodium, prepared a Taca Taca comminution-circuit report in 2019.

Outotec carried out 2019 thickening and copper-concentrate filtration testwork. Outotec later combined with Metso’s Minerals business in 2020 to form Metso Outotec, subsequently renamed Metso. The relevant point for Taca Taca is therefore historical testwork, not a current Metso equipment award.

Do not collapse study history into the present supply chain.

Technical reports preserve the history of project design. A company appearing in that history may have influenced a test, model or design assumption without holding any current procurement role.

Layer 5: The Export Route Extends into Chile — but the Contracts Are Not Yet Visible

Taca Taca’s planned concentrate route creates a second cross-border layer. The project lies close to the existing railway connecting northern Argentina with Chile and the development concept points toward export through Mejillones.

A Government of Salta source from 24 September 2024 reported negotiations with FCAB, Fepasa, Belgrano Cargas and Ferronor concerning export logistics through the Port of Mejillones.

The date matters. These are not newly announced 2026 rail awards. They are evidence that First Quantum and Salta were already examining a cross-border logistics structure in 2024.

The 2 September 2026 panel widened the infrastructure picture beyond rail. First Quantum representatives also identified roads, energy availability, connectivity and fibre-optic infrastructure as development requirements. For suppliers, that adds a digital-communications layer to the project's already visible power, water and logistics markets.

Layer 6: Local Supplier Preparation Is Moving Beyond the 2025 Study-Phase Snapshot

The international project architecture does not mean that Taca Taca is being developed as an imported turnkey system.

The earlier baseline remains useful. In November 2025, the Government of Salta said that 89% of suppliers active at Taca Taca in October 2025, during the study phase, were from Salta. More than 80% of employment in that phase was also local.

The Argentina Mining Norte panel on 2 September 2026 added a more current commercial signal. Post-panel reporting from IN Salta quoted Sueli Tang as saying that 89% of current suppliers are from Salta and that 85% of supplier purchases in 2026 were concentrated in the province. Of that purchasing share, 17% corresponded to communities in the direct area of influence and 68% to the rest of Salta.

These are still pre-construction figures. They do not establish that 85% of future construction spending, equipment value or operating procurement will remain in Salta. But they are more informative than a simple local-content commitment because they show how the current supplier base and purchasing pattern are already being organised before sanction.

Salta Mining also reported that First Quantum is holding information meetings with business chambers and suppliers to communicate project progress and future operating needs. IN Salta reported training agreements with the Universidad Nacional de Salta and UPATecO, alongside discussions with UCASAL on technical and workforce training for future project requirements.

The structural tension

International: owner, engineering, specialised studies, possible future capital and export infrastructure.

Local: project company, provincial approvals, workforce, services, supplier relationships and a measurable share of current purchasing.

For an international equipment supplier, local capability is increasingly likely to be part of the route into the project rather than an alternative to international technology. The open question is how that local layer will connect to future package buyers, OEMs and construction contractors.

Taca Taca also has a financing and standards layer that is separate from engineering and procurement.

The International Finance Corporation entered into a collaboration with First Quantum and Corriente Argentina to support alignment with IFC environmental and social standards for possible future project financing and partnerships. IFC’s disclosure describes Taca Taca as a pre-feasibility-stage project.

IFC should therefore not be presented as a confirmed lender to the project. Its documented role is standards alignment in preparation for possible future financing and partnerships.

Separately, Bloomberg reporting in July 2026 said First Quantum was exploring a possible sale of a minority interest in Taca Taca. Rio Tinto and the Japanese trading houses Mitsubishi and Mitsui were named as potential interested parties.

The 2 September panel added a more concrete financing signal. According to Salta Mining's post-event report, First Quantum has appointed international financial advisers and is evaluating different financing alternatives, including the incorporation of a strategic partner and third-party financing. Taca Taca shows why the country where a project is located is only the first layer of a B2B market.

The mine is in Argentina. But the owner is Canadian, process engineering is linked to Australia, non-process infrastructure involves Fluor’s international structure, specialist water work has drawn on Canadian and US expertise, and the planned export route crosses into Chile.

The September panel makes the local layer more concrete. The relevant signal is no longer only that Salta wants local suppliers. First Quantum is now reporting a strongly local current supplier base and purchasing pattern, is meeting business chambers and suppliers, and is helping prepare local technical capabilities for later project stages.

That still does not tell an international supplier who will buy a mill component, transformer, pump, automation system or rail package. But it does suggest that the local execution layer is being built before the complete procurement map becomes public.

For a supplier, the practical question is therefore not only “Does Taca Taca need my product?” It is “Which layer defines my package, who influences the specification, where will qualification happen, and what local capability will be expected?”

The project becomes commercially transparent only when those layers are connected. The next important change will be when financing, RIGI and preparatory works translate into identifiable package responsibility and supplier qualification.
